  24DCV is a rather high 'exotic' power supply voltage. Most home equipment uses lower voltages, even 9VDC or 12 VDC. If you have an 'UPS' (Uninterruptible Power Supply), the output voltage is most of time only up to 12VDC.
  
  So, bottom line: Can the next generation X10 be powered with 12VDC?

  the integrated amplifier need much more power. That's why they choose a 24 Volt PSU.
